Making A Banlist?

would it be a good idea top make a ban list for the server so whenever it restarts we know what people should be banned or something?
(if we can get the server back that is) Please Replay with ur suggestions.

well thing is yeah but he can ip evade and he also has many alts but i guess put him on the list
